The vote totals never change — only the shapes of the five districts do — and that alone is enough to swing which side wins the five seats, including a plan where the minority ends up winning outright. This is how single-member districts make gerrymandering possible: the same population, sliced differently, produces an entirely different outcome. It’s a U.S.-style electoral system of winner-take-all districts, not how every democracy allocates seats.
